Following the publication of the Smith Commission initial recommendations at the end of November, Policy Scotland is hosting an expert debate on the implications of the Smith recommendations on tax, welfare and the relationships between the UK and Scottish governments. Our speakers are two eminent experts, Dr Angus Armstrong of the National Institute of Economic and Social Research and Professor Duncan Maclennan of Policy Scotland.

Dr Armstrong’s work on the financial implications of independence was regarded as amongst the most important analyses produced in the run up to the referendum and he has published widely on financial and taxation issues.

Professor Maclennan is Professor of Public Policy at the University of Glasgow. After serving as Special Adviser to First Ministers Donald Dewar and Henry McLeish (1999-2002) he worked as a Chief Economist in the Government of Victoria (Australia) and Chief Economist in the Federal Department for Infrastructure and Cities in Canada before returning to Scotland in 2009. Professor Maclennan is an expert on housing and cities and has an extensive knowledge of the operation of federal systems.
